Monica Tennberg is a researcher at the Department of Social Studies, University of Lapland, Rovaniemi,  Finland. Her doctoral thesis Arctic Environmental Cooperation -  A Study in Governmentality (2000) studied the relationship and interaction between Arctic states and indigenous peoples in Arctic environmental cooperation during the early years of that cooperation and in the process leading to the establishment of the Arctic Council in 1996. The presentation is based on an ongoing research project Global Change in the Arctic and Institutional Responses, which is a part of the research consortium Global Problems, Knowledge, Institutions and Policies that includes the Departments of Political Science and Philosophy at the University of Turku.  The consortium is part of the Finnish Global Change Research Programme (FIGARE) of the Academy of Finland (2000-2002).
