An international conference titled 'Deliberative Democracy in Action' was held in Åbo 5-7 June 2012. Altogether 55 participants from 14 different countries attended the conference. Keynote speeches were held by Prof. John Dryzek and Prof. Mark Warren, and 32 papers were presented in two parallel workshops. The conference program can be downloaded here.
A general research seminar was held in Åbo on May 30, 2012. Guest researcher Dr Simon Niemeyer from the Australian National University held a presentation based on a paper entitled “From the minipublic to a deliberative system: is scaling up deliberation possible?”, and Kimmo Grönlund held a presentation entitled “Deliberation within and across enclaves” based on a deliberative experiment recently arranged by D:CE at Åbo Akademi University. Fifteen scholars participated in the seminar.
A project entitled State formation and democratization in a comparative perspective led by Carsten Anckar, professor of comparative politics and D:CE Steering Group member, has been awarded 600 000 euros by the Academy of Finland. The project will run from September 1, 2012 until August 31, 2016.
Ann-Sofie Hermanson was on Erasmus Staff Mobility stay at Ilisimatusarfik / University of Greenland in April. She participated in the activities at Ilisimatusarfik, giving lectures “Environmental politics in the Nordic countries - Capacity-building” and “Sustainable development”, took part in a two day workshop “Reputation management, branding and nation-building in Greenland”, and had appointments with university staff to discuss a common research project.
Marina Lindell defended her licentiate dissertation "From deliberative ideals to democratic reality – a meta study on the empirical research about deliberative mini-demos" in Vasa on January
12, 2012. Docent Ann-Cathrine Jungar, Södertörn University, and docent Maija Setälä, University of Turku served as External Examiners.
Anna Inga-Liisa Saikkonen, Ph.D. in political science, has been granted position as Postdoctoral
Researcher at the Academy of Finland for the period 01.09.2012-31.08.2015. Saikkonen was
granted an amount of 240 300 euro for the research theme "Change in Electoral Behavior in Post-Communist Countries: a Comparative Study of Political Transitions in Russia and Estonia".
Henrik Serup Christensen, Ph.D. in political science, has been granted position as Postdoctoral
Researcher at the Academy of Finland for the period 01.09.2012-31.08.2015. The project grant
amounts to 260 400 euro. The theme of his research is "Political Disenchantment and Citizen Engagement in Representative Democracies".

11, 2012. Professor Connie Flanagan, University of Wisconsin, served as

A General Research Seminar was held in Åbo and Vasa on February 8, 2012, by
means of video
transmission. Two papers entitled "Candidate-Centered Evaluations and
Party Switching"
and "The Relationship Between Political Institutions and Corruption
from a
Principal-Agent Perspective" were presented by Peter Söderlund and
Catharina Groop,
respectively. A
total of 20 scholars participated in the seminar.

the Finnish

(University of Leuven) held a presentation based on a paper entitled “Do
all associations
lead to lower levels of ethnocentrism? A two-year longitudinal test of the

presented a paper entitled “Perceptions of Political Processes. A Critical
Evaluation of
Preference Consistency and Alternative Measurements”. Some twenty scholars
participated
in the seminar.

transmission. Guest researcher PhD Sofie Marien presented a paper entitled
“Citizens and
Representatives on the Effectiveness of Participation in Elections and
Off-Election”,
written by Sofie Marien and Marc Hooghe, and Kim Strandberg presented a
paper entitled
“Online Panels and Validity - Representativeness and Attrition in the
Finnish eOpinion
Panel”, written by Kimmo Grönlund and Kim Strandberg. Some twenty scholars

INTERNATIONAL ADVISORY BOARD MEETING
The D:CE International Advisory Board will meet with the D:CE Steering
Group and a group
of D:CE researchers in Alcalá de Henares, Spain on October 31-November 3,
2011. The main
focus of the meeting will be on upcoming experimental work. (14OCT11)
Sofie Marien, PhD, (University of Leuven) will act as a guest researcher at
the Centre of Excellence: Democracy – A Citizen Perspective, in the fall of
2011 (September-December). The title of her post-doc project is "The

New Research Funding Acquired
The Academy of Finland has awarded D:CE's Deputy Director Kimmo Grönlund
with a project
funding of 600,000 €. The project "Deliberation Within and Across
Enclaves" will be
launched 1 September 2011 and it will be in operation for four years. The
researchers of

Lauri Karvonen, D:CE Director, was awarded the annual Hugo Bergroth Prize
for his work
to the benefit of the Swedish language in Finland on May 18, 2011. The prize amount is

Political Consumerism as Individualized Collective Action - Are Political

Professor Eric Uslaner (University of Maryland) has acted as a guest
researcher at the Centre of Excellence: Democracy – A Citizen Perspective,
in May 2011. Prof. Uslaner is one of the leading political scientists in
the research on social trust and social capital.
He also held this year’s Mauno Koivisto lecture at Åbo Akademi in the
auditorium of the ASA building on May 10th, 14-15. The topic of the lecture
was Segregation, Diversity, and Mistrust. (28APR11)

were linked together by way of video transmission. Kimmo Grönlund presented
an article entitled “In Honest Officials We Trust: Institutional Confidence
in Europe”, written by Grönlund and Maija Setälä, and Lauri Karvonen
presented a paper on preferential voting in Finland. A total of some twenty

presented a paper entitled "Regime Heterogeneity as Concept, Measure
and Phenomenon". A total of some twenty scholars from both cities

Three scholars were appointed by the D:CE Steering Committee on its meeting
on December 17, 2010. Janne Berg was chosen as Doctoral Student for four
years starting on February 1, 2011. His topic deals with citizen
discussions online, with a particular focus on the role of anonymity. Siv
Sandberg was awarded a one-year grant starting on April 1, 2011. During
this time she will complete her work on her doctoral dissertation entitled
"The Next Best Solution?" The dissertation deals with the
politics of municipal mergers and inter-municipal cooperation as part of
national administrative policy.Peter Söderlund was appointed Senior
Researcher for three years starting on January 1, 2011. His research deals with

A general research seminar was held in Åbo on Thursday, December 16, 2010.
Detlef Jahn Professor at Universität Greifswald and D:CE International
Advisory Board member, held a talk based on his paper entitled
"Idelogical Party Cohesion in Macro-Comparative Politics". A
presentation by Lauri Karvonen and Göran Djupsund, D:CE Steering Group
members, dealt with the long-term research agenda of the D:CE community.
Kimmo Grönlund, D:CE Deputy Director, discussed the dos and don'ts of
writing a research proposal. Finally, Dr. Jutta Ahlbeck, newly
appointed Social Science Reasearch Coordinator, presented herself and her

The doctoral course “Arguments and Advances in Democratic Theory” was
organized 13-16 December 2010. The course dealt with the current debates in
democratic theory, focusing on the theory of deliberative democracy. The
course was taught by Dr. André Bächtiger, Dr. Ian O’Flynn and Dr. Maija
Setälä, who also coordinated the course. Ten students from three Nordic
countries participated in the course.(13JAN11)
Arguments and Advances in Democratic Theory
A research project called "Political Power in Finland. An Analysis of
Central Government Institutions and Actors" held its first meeting in
Åbo on December 10, 2010 hosted by D:CE. The participating scholars
represented Åbo Akademi and the Universities of Tampere, Turku and

A project called "Political Power in Finland. An Analysis of Central Government
Institutions and Actors" has been awarded 550 000 € by the Academy of
Finland. Professor Heikki Paloheimo of the University of Tampere - one of
D:CE's closest associates - is project director. D:CE scholars Åsa
Bengtsson, Guy-Erik Isaksson and Lauri Karvonen are members of the project

Kim Strandberg, PhD and researcher at the D:CE has been granted position as
Postdoctoral Researcher at the Academy of Finland for the period 1.1.2011 –
31.12.2013. The project grant amounts to 300 000 euros. The title of
the project is “The participation of the future? – Citizens’ on-line

Director Johanna Suurpää, Head of Democracy affairs Sari Aalto-Matturi and
Senior Planning Officer Niklas Wilhalmsson from the Democracy and Language
Affairs Unit at the Ministry of Justice visited D:CE on Monday 27 september
2010. The visit, during which a joint seminar was held, was hosted by Lauri

Deliberative Democracy - Empirical Research and Normative Implications
On Tuesday, May 25, Professor Jürg Steiner (University of North Carolina
Chapel Hill and University of Bern) held a public lecture on deliberative
democracy in Åbo.
Professor Steiner talked about his new book project "Deliberation.
Empirical Research and Normative Implications." The new empirical
basis consists of citizen experiments on deliberation in Colombia, Bosnia,
Belgium, Israel, and the European Union. Based on these empirical data,
Professor Steiner draws normative implications for the philosophical
controversies in the literature and also for the practical application of
the deliberative model of democracy. (4MAY2010)
Guy-Erik Isaksson, Adjoint Professor and Senior Lecturer in political
science, has been awarded a position as Advanced Research Fellow at the
Academy of Finland. The theme of his research is "The Anatomy of
Government Formation"; he will serve one year beginning on August 1,

Åsa Bengtsson, adjoint professor and D:CE Steering Group member has been
granted position as Academy Researcher at the Academy of Finland for the
period 1.8.2010 - 31.7.2015. The project grant amounts to nearly 400 000
euros. The titel of the project is "Preferred Political Processes. Voters' preferences for

D:CE hosted a meeting of the Finnish Consortium for Electoral Research on
April 21-22, 2010. The Consortium is one of D:CE's closest partners and
half a dozen D:CE scholars are among its members. The meeting was devoted
to planning the 2011 Finnish Parliamentary Election Study. Twelve scholars
representing Åbo Akademi and the Universities of Tampere, Turku and

Participants were linked together by way of video transmission. The aim was
to provide a basis for the detailed implementation of the new DCE Research
Agenda. Some fifteen scholars presented summaries of their current and

The Sociology of Elite Distinction
Professor Jean-Pascal Daloz from University of Oxford presented his new
book on political elites published at Palgrave Macmillan on March 22 in
Åbo.
Professor Daloz is a comparativist specializing in the study of
elites, and has a substantial research and publications record in both
Comparative Politics and Comparative Sociology. He is Chair of the ISA
Research Committee for Comparative Sociology and, since 2001, has been
Executive Secretary of the IPSA Research Committee on Political Elites. He
is also a member of the Administrative board of the Mattei DOGAN Foundation
and has joined the editorial boards of Political Research Quarterly,
Comparative Sociology and International Political Anthropology.

D:CE hosted a two day seminar on "Elections, Parties and Political
Participation" in Åbo on November 19-20, 2009. Participants
represented the universities of Helsinki and Tampere, the Institute for
Social Research, Oslo, as well as Åbo Akademi in Åbo and Vasa. The program included

Andreas Fagerholm (political science, Vasa) has been awarded a two-year
doctoral fellowship by the National Graduate School of Political Studies.
He will serve from January 1, 2010 until December 31, 2011.
His doctoral dissertation deals with the ideological development of social

Åbo Akademi was selected as the next host for the annual Nordic Research
Conference on Local Government Studies. The XVIII Nordic Local Government
Research Conference (NORDKOM 2009) will take place in Åbo on November 26-28
and is co-hosted by Public Administration and D:CE. The topics in the
conference have traditionally included a strong emphasis for local
democracy and participation.

The E.J Nyström Prize was awarded to Professor Lauri Karvonen, D:CE
Director, on April 29, 2009, for "outstanding achievements in the
field of political science". The E.J. Nyström Prize is the largest
annual prize awarded by the Finnish Society of Sciences and Letters. The prize amount is 20 000

June. Professor Marco Steenbergen (Universität Bern) will teach a four-day

An open seminar with the title: "Two Years of Bourgeois Government in
Sweden" was organized in Åbo on 2 October. Journalist Barbro Hedvall
from the largest Swedish Daily Dagens Nyheter analyzed the politics and
prospects of the Swedish coalition government. Editor-in-chief Hannu
Olkinuora (Hufvudstadsbladet) commented on Ms. Hedvall's analysis and
compared contemporary Swedish politics with the political constellation in
Finland. The seminar took place in Arken, Aud. Armfelt, Fabriksgatan 2,
Thursday 2 October at 10:00-12 hrs (9SEP2008).
D:CE has organized an introductory course in STATA. This tailor-made
introduction to the statistical software was held in Åbo 17-19 September. Instructor: Stefan
Dahlberg from the University of Göteborg.(9SEP2008).
Professor Lauri Karvonen, D:CE Director, was elected President of the
Nordic Political Science Association (NOPSA) at the NOPSA Convention in
Tromsö, Norway, in August, 2008. He will serve from 2008 to 20111SEP2008).
D:CE and its partner projects were presented at a Research Seminar
organized jointly by the Swedish Research School in Political Science and
the Political Research Seminar of Åbo Akademi. The conference took place
in Åbo on September 11-12, 2008 (1SEP2008).
The D:CE International Advisory Board held its second meeting in Åbo, April
3-4, 2008. The Board consists of Professor Rachel Gibson, University of
Manchester, Professor Sören Holmberg, University of Göteborg, Professor Detlef
Jahn, Universität Greifswald, Professor Henry Milner, Université de
Montréal and Professor Poul Erik Mouritzen, University of Southern Denmark,
Odense. The program included presentations by D:CE researchers Åsa
Bengtsson, Tom Carlson, Peter Söderlund, Kimmo Grönlund, Kim Strandberg and
Göran Djupsund, as well as six posters depicting dissertations and book

Catharina Groop presented her licentiate thesis
”Carrots and Sticks – Political Institutions as Incentive Structures in a
Corrupt World” at the Department of Political Science, Åbo, on February 20,
2008. Thomas Sedelius, Örebro University and Staffan Andersson, Växjö
University served as external examiners (22FEB2008).
In collaboration with its partner projects, D:CE arranged a conference
entitled "Democracy and Participation" in Barcelona on November
28 through December 1, 2007. Nine papers representing the entire range of
the D:CE research agenda were presented. Professors Carsten Anckar (ÅA,
Åbo), Tom Carlson (ÅA, Vasa) Peter Easaiasson (Göteborg University) and
Guy-Erik Isaksson (ÅA, Åbo) served as discussants (5DEC2007).
The Academy of Finland has awarded Peter Söderlund a 189,000 € grant for a
postdoctoral researcher's project entitled "Electoral Volatility in
Western Europe: A Multi-Level Modelling Approach". The project will
run from 2008 through 2010 and it will be carried out in close cooperation
with D:CE (4OCT2007) .
A Research Seminar was held at the Department of Political Science, Åbo
Akademi, on Wednesday 26 September. Professor Henry Milner (Université de
Montreal) presented a paper titled
"The Political Knowledge and Political Participation of Young Canadians and
Americans"(30SEP2007).
Johanna Jääsaari defended her doctoral dissertation "Consistency and
Change in Finnish Broadcasting Policy" in Åbo on June 8, 2007.
Professor Peter J. Humphreys, University of Manchester, served as External

Seminar "Information, Deliberation and Democracy" was held at the
Department of Political Science, University of Turku on Thursday, 3 May 17

April 27 at 10:00-12:00 hrs. Sari Pikkala presented a draft of a
chapter in her thesis ("On the determinants of the volatility of
representatives in municipal councils") and Marta Miklikowska
presented an updated reserach proposal for her thesis (30APR2007).
The D:CE Steering Board has appointed Marta Miklikowska, M.A., as Doctoral
Student for the period February 1, 2007 - August 30, 2008. Her field is
developmental psychology and the topic of her dissertation is "Family
Influence on Adolescents´ Democratic Orientation in Two Cultural
Contexts" (9JAN2007).

Hermanson defended her doctoral dissertation "Miljövårdens
institutionalisering i Finland - idé, rörelse, administration" in Åbo
on Friday, January 19, 2007. Professor emeritus Lennart J Lundqvist,
Göteborg University, served as External Examiner (22JAN2007).
Henrik Serup Christensen presented his licentiate thesis "Who Governs
under Co-Decision? Determining the Influence of the European Parliament and
the Council" in Åbo on December 15, 2006. Examiners were Dr.
Ann-Cathrine Jungar, Södertörn University College and Professor Tapio
Raunio, University of Tampere (18DEC2006).
The D:CE Steering Board visited Berlin on December 3-5 to meet with
representatives of Hertie School of Governance and Humboldt-Universität zu
Berlin (15NOV2006).
A project entitled "Citizen Power in Representative Democracy"
led by Professor Lauri Karvonen has been awarded approximately 334 000 € by
the Academy of Finland. The project is part of the Academy's research
program "Power in Finland" (VALTA) that will run from 2007
through 2010. This research will be carried out in close cooperation with
D:CE (31OCT2006).
The Society of Swedish Literature in Finland (Svenska Litteratursällskapet
i Finland, SLS) has awarded a project titled "Swedish Politics in
Finland - Opinion, Behaviour and Future" with a three-year grant of
510,000 €. The project is carried out under the chairmanship of Director
Kimmo Grönlund and the research team works in close collaboration with D:CE
and the Finnish Consortium for Electoral Studies (24OCT2006).
The Finnish Consortium for Electoral Studies under the chairmanship of
Professor Heikki Paloheimo, University of Tampere, has received a four-year
grant of 280,000 € from the Academy of Finland. The Consortium will carry
out a project called "Political Parties and Modes of Democracy:
Finland in a Comparative Perspective". The Consortium is one of the
closest partners of D:CE. D:CE researchers Åsa Bengtsson, Kimmo Grönlund,
Lauri Karvonen and Kim Strandberg are members of the Consortium
(29SEP2006).

Kim Strandberg defended his doctoral dissertation "Parties, Candidates
and Citizens On-Line: Studies of Politics on the Internet" in Vasa on
November 11, 2006. Professor Lars Nord, Mid-Sweden University, served as
External Examiner.
Mia Berg presented her licentiate thesis "Muslimskt folk, islamisk
stat? Orsaker till variation av religiösa inslag i konstitutioner" in
Åbo on September 22, 2006 at 13-15. Examiners were Prof. emeritus, ambassador,
dr.h.c. Klaus Törnudd and Professor Lauri Karvonen.
The D:CE International Advisory Board had its first meeting in Vasa on June
18-20, 2006
Maria Lunabba presented her licentiate thesis "Socialt förtroende och
politisk orientering" in Åbo on June 15, 2006. Examiners were Dr.
Peter Söderlund and Professor Guy-Erik Isaksson.
Anna Sundback presented her licentiate thesis "Politisk fostran i
skolan. En teoretisk och metodisk introduktion till en studie om skolans förmåga
till politisk socialisation" in Åbo on May 24, 2006. Examiners were
Professor Helena Hurme and Professor Guy-Erik Isaksson.
Peter Söderlund presented his doctoral dissertation entitled "The
Dynamics of Federalism in Russia. A Study of Formal and Informal Power
Resources of the Regional Chief Executives in Russian Centre-Region
Relations" in Vasa on March 11, 2006. Professor Daniel Tarschys,
University of Stockholm, served as External Examiner.
Krister Lundell presented his doctoral dissertation entitled
"Contextual Determinants of Electoral System Change. A
Macro-Comparative Study 1945-2003" in Åbo on February 1, 2006.
Professor David Farrell, University of Manchester, served as External
Examiner.
